[TRUE: Civil government operates only by consent (not any inherent right), is constrained by the terms of the covenant which created it (whether written or unwritten) as a mere agent of the people, and has no right of self-preservation as against the people it serves (there is no authority to punish dissent or sedition).]
[FALSE: There is any divine right of kings or inherent authority to rule over others; civil government is legitimate without the consent of the governed; a civil constitution is fluid and "living" (evolutionary by nature); the people exist to serve civil rulers; civil government has the right to preserve and expand its powers; and that any person is entitled to become a public official or to maintain the status of a public official.]
